The Council
Barrow Parish Council
Barrow Parish Council is made up of seven elected councillors, who are the parish representatives. The Parish Council employs a Clerk/ Responsible Finance Officer to manage the daily running of the Parish Council, this is a legal requirement.
Parish Councils were first established in 1894 to represent the community. The Parish Council is the lowest tier of local government. Barrow Parish Council actively engage with the two elected Ward Councillors for the Gowy Rural ward and with Cheshire West and Chester Council.
Councillors are elected for terms of four years. Should a resignation happen, then a vacancy is declared. Any ten electors in the Parish may call an election by writing to the returning officer (within a given timeframe) at Cheshire West and Chester Council. If an election is not called, vacancies are advertised, the Parish Council can then co-opt a new member, from the applicants, to fill the vacancy. Councillors are not paid for their work on the Parish Council
The Parish Council raise a precept every year to enable them to meet their budget requirements. Parish Councils do not receive any funding direct from central government. The precept is added to the annual council tax bill.
The precept is calculated at the budget meetings held between October and January of the preceding financial year.

My family and relatives have enjoyed living at The Croft, Great Barrow for over 100 years. Historically the family have been textile traders in the port of Liverpool and more recently here in Great Barrow. Now retired, the business is carried on by younger members of the family allowing me more time to become involved in the local community.

Cllr Julia Tillotson

Councillor Details
I have lived in the village for about 25 years, and am married with two children. Following a career in law, I am now a school Governor. I help out at the school and at Lunch Group, and I am a member of the Barrow Community History Group. I look forward to working on the Council for the benefit of the village.

Sally and I moved into the village in early 2019 having both retired in 2017. I previously worked in accountancy and having worked in practice I was then Finance Director of a number of businesses including IT, distribution, civil engineering and pubs. My interests include gardening, food and wine and travel. I also am a volunteer at Beeston Castle.
