Apologies of absence were received from Cllr E Johnson – due to other commitments.
DECLARATION OF INTERESTS
No new declarations of interest and no dispensations sought.
MINUTES
RESOLVED 19/047 that the Chairman signs, as a correct record the circulated minutes of the Parish Council meeting on the 14th May 2019.
PUBLIC PARTICIPATION
BPPFF – The Chairman of the BPPFF submitted comments prior to the meeting to the Parish Council raising concerns that the BPPFF had with regards to old Pavilion Building being taken down without consultation with the BPPFF. They were seeking the timescales for the project and requesting funds for legal advice.
The Parish Council confirmed that the BPPFF had been asked to attend the last meeting so that they could be updated on developments. It was explained that following the last Parish Council meeting the councillors had requested an external structural engineer’s report to be prepared and following this, a site visit was organised for all of the Parish Councillors to review the condition. At this meeting, the Parish Councillors all agreed that the Pavilion was a liability, due to health and safety, to the community in its current condition and requested that it was dismantled urgently.
Cllr Moulstone confirmed that a meeting with the Parish Council Solicitors would be organised over the next week and following this he hopes to be able to provide a schedule of when the current lease with the BPPFF would be cancelled and a new lease issued.
Cllr Moulstone highlighted to the Chairman of the BPPFF that according to the constitution of the BPPFF that all members of the committee needed to resign in June and declare an interest in standing again to the Parish Council for the next 12 month period with an AGM in July. Cllr Moulstone requested that his resignation and his desire to stand again for another 12 month period be recorded. The AGM of the BPPFF was agreed to take place at 7.00pm on Tuesday 9th July.
Litter picking – Litter pickers had been provided to the resident who requested them following the last meeting.
Litter bins – It was reported that CWaC had been contacted with regards to the additional litter bins that the Parish Council were requesting. The Clerk was waiting to hear back from CWaC.
Storage of Caravan on Driveway – Following the complaint that had been received from a resident of Lampits Lane, the Clerk confirmed she had contacted Sanctuary and the caravan had now been relocated.

Defibrillator
A request was made to include in the Barrow News the names of the volunteers who were undertaking to check the Defib machines on a weekly basis.

Clerk’s Salary and Hours
RESOLVED 19/050 the additional hours for May undertaken by Clerk of 6 hours was approved.
Allotment Costings
The Clerk submitted for the meetings review the income and expenditure associated with the Allotments. The council felt that a meeting with the Allotment Committee should be scheduled in September to discuss increasing the annual allotment fees to help recover the costs incurred by the Parish Council.
PLANNING
The council noted the Planning Register as circulated at the meeting.
19/01420/OUT – Barrowmore Ltd. Cllr E Johnson submitted her comments with regards to this application. All in attendance agreed that this was too big a planning application for the Parish Council to make a decision on, without going to Public Consultation. Therefore, it was agreed that an Open Meeting would be arranged on Saturday 13th July to seek public opinion.
Milton Brook new entrance – It was reported that the owner at Milton Brook had recently lowered the hedge along Barrow Lane and created a new, large entrance. It was requested that the Clerk contact the Planning Department to seek clarification that planning permission had been sought for the new entrance which was previously into a field.
REPORTS FROM VILLAGE COMMITTEES AND GROUPS
Barrow Parish Playing Field Committee
It was reported that whilst the annual ROSPA inspection had been undertaken this year, no internal inspection reports had been received from the BPPFF. It had however been reported that an incident had recently taken place where the spinning saucer had collapsed and landed on a

child. This piece of equipment has now been removed for the safety of the public and the Parish Council would ask the BPPFF to arrange for the repair.
Cllr T Johnson, Cllr J Owen & Cllr S Harley all declared an interest in standing on the BPPFF for the period July 2019 – June 2020.
Footpath Committee
It was reported that Strimming of the Jubilee Footpath, Normans Wood and the Promenade needed to be undertaken and a quote had been received from T Spruce.
RESOLVED 19/051 to request T Spruce to proceed with the work.
It was also requested that the Footpath Committee be approached to install a style at the end of Church Lane – Cllr Moulstone undertook to raise this at the next meeting.
Police
No Police issues were raised.
Barrowmore
No further issues were raised.
Allotments
No further issues were raised.
NDP
Cllr Owen reported that the next meeting of the NDP would be week commencing 10th June 2019.
New Pavilion
Cllr Moulstone reported that following the receipt of the Survey from Platt White and the Parish Council’s site visit to the Pavilion on Thursday 23rd May when it had been decided that it was a health and safety liability and should be removed from site as soon as possible, the Pavilion has now been flattened. Following this, it was found that the foundations of the property had actually given way.
Cllr Moulstone reported that there would be a meeting with SteelForce by the end of the week to establish if any further work on the foundation slab would be required and they would hopefully at this time also establish installation date for the steels.
STANDING CONSIDERATION OF HIGHWAYS MATTERS
No Highway matters were raised at the meeting.
