Minutes of the Last Meeting on 11/9/17
Minutes were accepted as correct.
1/ Guide Books – Since the record listed in the minutes of 11/9/17, 9 books have been sold from the Bluebell, 4 from the Foxcote and 1 by CY.

2/ Path 1 (Barrow Church to Stamford Bridge) – PW queried whether there should be a marker at the Stamford Bridge end, indicating the direction of path 27 and the continuation of the right of way. PA confirmed that markers were not shown where a path merged into a public highway.
3/ Path 2 (Ferma Lane to Guilden Sutton) – PA would check for missing signage and the incorrect reference to a permissive footpath.
4/ Path 3 (The Hollies to Plemstall) – The maize that had blocked the path had now been harvested, as had the oilseed rape that had grown over the lower field. PA stated that the warning notice system which might have resolved this issue had not been operating effectively but that responsibilities in CWAC had now been resolved. It was clear that farmers had a responsibility not to obstruct footpaths but MM suggested it might be a sensible pragmatic solution in some cases if the farmer provided an alternative route signed along with a cleared headland during the crop season. It was also noted that if the public continued to use a footpath that had been planted over, the route through the crop would normally be maintained. AF suggested in this context that it would be helpful if the exit from the field at position 4 could be made more visible and PA agreed to look into this.
5/ Path 5 (Ferma Lane to Sunny Bank) – Headland not yet cut. GH pointed out that the need to turn left to follow the field line to the link with path 24 was not clear. PA would supply a ‘L’ path marker to indicate the turn and GH agreed to erect this when it was made available.
6/ Path 7 (Little Barrow to Bridge Trafford) -Work had not yet been done. A worksheet had been raised but the backlog of work requests across the CWAC area was now substantial and PA did not know whether/when cash would be made available. MM referred to issues with mud deposited on the road here and elsewhere and emphasised the safety risk this posed to passing traffic. Farmers needed to be aware of this and to invest in the correct equipment to clear the road.
7/ Path 12 (Broomhill to Hollowmoor Heath) – PA reported that the surfacing had been improved and that the landowner had now agreed to re-grade the slope.
8/ Path 13 (Swinfordmill to Nortons Lane) – PA reported that a worksheet had been raised for two gates on this route and that he would investigate the need for improved signage.
9/ Path 20 (Barrow Mill to Tarvin) – No progress as yet. The need to improve the steps was on the list of works outstanding.
10/ Path 24 (Ferma Lane to Little Barrow) – The route from path 5 to The Hough remained blocked and it was uncertain why contractors over the years had not cleared the route or whether they had been dissuaded. MM commented on an incorrect reference in the Parish Council minutes to attempts having been made to divert the footpath; in fact, there had only been verbal attempts to persuade walkers to use an alternative route. GH referred to a fallen branch blocking part of the route and PA agreed to look at this.
Sunken Lane (off Church Lane) – A working party had now completed the clearance of both Church Lane and the Sunken Lane. Thanks were recorded to all who had volunteered in this work. MM referred to the intention to carry out further work to clear overhanging branches from the Old Rectory garden, which would remove a safety hazard and allow vehicular access to clearance work in the future. Work was also planned to remove a damaged branch that posed a hazard over the church steps.
Path 9 (Broomhill to Long Green) – The wrongly-installed gate had been rectified. Other issues identified by RT had not yet been addressed.
Path 11 (Barrowmore to Broomhill) – No progress yet on the broken stile. PA would expedite as a safety issue.
Path 25 (Greysfield to Ardmore) – Two gates had now been installed to provide access when the farm gate was closed.
Warden Responsibilities – AF agreed to be path warden for path 3 (The Hollies to Plemstall) and path 6 (Little Barrow to Plemstall via Wildmoor Lane). Other wardens had raised no objections to their listed responsibilities.
Publication of Minutes – The following process was agreed for the future:
- Minutes to be regarded as ‘approved’ once text agreed by the Chair
- AF to then send copies to committee members, MM and the PC Clerk.
- Clerk to advise other councillors and Julie Owen to post on PC website.
- MM to arrange for minutes to be displayed on PC noticeboards.
- AF to copy minutes to Peter Dobbs for posting on the community website.
- AF to provide Katharine Runciman with the date of the following meeting for Barrow News. This notice to include reference to the availability of minutes on websites.
MM would ensure that the Clerk and Julie Owen were made aware of the process.
Date of Next Meeting
The next meeting is on Monday 15th January 2018 at 7.30pm in the Village Hall. AF would book the hall.
Appendix of Outstanding Footpaths Work
